These notices cited failing water infrastructure in sections of the mobile home park as the primary reason for displacement.
Dozens of people had to vacate the Glen Elm trailer court during spring 2025, creating an urgent affordable housing crisis in the community. Councillor Flores emphasized the severity of the situation during a March 26 council meeting, stating that the Glen Elm situation clearly demonstrated a critical gap in Regina's affordable housing options.
Current Zoning Limitations
Under Regina's existing Zoning Bylaw, mobile homes are currently permitted in only two locations within city boundaries: Glen Elm Mobile Home Community and Argyle Park in the city's north end. This restriction has significantly limited housing options for residents who prefer or depend on manufactured housing for affordability.
The city administration now asserts there is no strong rationale for continuing to limit mobile homes to these two specific areas. Their recommendation to open all residential lots throughout Regina to manufactured homes aims to eliminate potentially exclusionary zoning practices while increasing housing diversity and affordability.
