Ontario Education Minister Issues Directive on Apolitical Graduation Ceremonies
Ontario's Education Minister, Paul Calandra, has issued a formal internal memo to all school boards and educators across the province, explicitly warning that upcoming graduation ceremonies must not express any political views or engage in divisive or contentious issues of any kind. The notice, dated last Friday and shared on social media, addresses what Calandra describes as two serious and pressing matters as educators prepare for student graduations this spring.
Focus Solely on Student Achievement
In the memo, Minister Calandra emphasized that graduation ceremonies are expected to remain focused solely on recognizing student achievement. He stated, "These ceremonies are not an appropriate forum for organizers or administrators to express political views or promote personal or institutional positions, or engage in divisive or contentious issues of any kind." This directive aims to ensure that the events are centered around students and maintain an apolitical atmosphere.
Review and Revise Graduation Protocols
Calandra has instructed school boards to review and, where necessary, revise their graduation protocols to align with this expectation. He warned that failure to meet these standards poses a real risk to student well-being, and he will not hesitate to use every tool available under the Education Act to ensure students are always put first. "Under no circumstances should educators be placed in positions that create conflict between students and their families," he wrote, adding that ceremonies must remain free from disruption, distraction, or division.
Uphold Professional and Ethical Standards
The minister also highlighted the importance of upholding professional and ethical standards by all school staff. He cautioned educators against promoting violence on social media and stressed that racist commentary, stereotyping, and inappropriate or derogatory comments are unacceptable. "Individuals employed within publicly funded education systems are expected to conduct themselves in a manner that reflects the trust placed in them," Calandra noted, pointing out that their actions and public statements have direct consequences on institutional integrity and community trust.
Response to Recent Reports
This provincial directive appears to be a response to recent reports, such as one involving the Hamilton-Wentworth District School Board, which issued an internal memo instructing educators to apply an anti-oppressive, anti-racist, and anti-colonial lens during graduation ceremonies. Calandra's memo reinforces the expectation that school boards should hold educators to a higher standard and address any issues immediately to maintain the significance of students' accomplishments.
By issuing this warning, the Ontario government aims to preserve the celebratory nature of graduation events, ensuring they reflect the hard work and achievements of students without being overshadowed by political or divisive elements.
