Residents in east Vancouver are set to welcome a new off-leash dog park as part of a significant expansion planned for W.C. Shelly Park. The Vancouver park board will review the final concept plan for this development on Monday, marking a key step toward approval.

Park Expansion Details and Timeline

The expansion project, first proposed in 2024 and developed throughout 2025, follows the city's acquisition of additional land east of the existing park. After public engagement in June 2025, where many residents advocated for dog-friendly spaces, revisions were fine-tuned in the fall of 2025. Construction is expected to begin this year, with completion targeted for 2027 upon final plan approval.

Features of the Proposed Expansion

The expansion includes a new off-leash dog area designed with natural agility elements such as logs and boulders. Additionally, the plan features accessibility expansions for the playground, a community garden, a rain garden, and an expanded tree canopy. More seating and picnic tables will be installed on the existing lawn, while current bench seating will be relocated to the west side to open up more pathways.

Accessibility and Environmental Enhancements

The current playground will receive upgrades to make it more accessible and inclusive, incorporating rubber surfacing and new accessible play structures. A rain garden will separate the playground and dog park, serving to filter storm water, while the community garden will house food and greenery. These additions aim to enhance both recreational opportunities and environmental sustainability.

Context and Location

W.C. Shelly Park, located approximately one block north and one block west of Commercial and Broadway, occupies about half a block. It currently includes an open lawn area, a playground, treed sections, and bench seating. This expansion aligns with recent city efforts to increase dog-friendly spaces, following last year's openings of off-leash areas in Heather Park, Granville Park, and Emery Barnes Park.
