SIU Clears Officer in Self-Stabbing Incident

The Special Investigation Unit (SIU) has cleared an Ottawa Police Service officer of any criminal wrongdoing after a man in mental distress suffered a self-inflicted stab wound during an arrest. The incident occurred on January 3, 2026, when officers responded to a call about a family member experiencing a mental health crisis.

Background of the Incident

According to the SIU report, police attempted to pull over a 35-year-old man who was driving a car in the early morning hours. The man, who claimed to be infected with spores and fungi, was holding a knife and occasionally pressing it against his own neck and abdomen. Officers realized he posed a risk only to himself and holstered their firearms.

A trained negotiator from the tactical team engaged with the man for several hours, but he became less responsive over time. At approximately 4 a.m., tactical officers moved in to apprehend him under the Mental Health Act. They smashed the front door windows, deployed conducted energy weapons (tasers), and sprayed pepper spray into the vehicle.

Self-Inflicted Injury

During the confrontation, the man retrieved the knife and inflicted a four-centimetre laceration to his abdomen. Officers immediately took possession of the knife and removed him from the car. He was transported to hospital by paramedics and treated for the wound.

SIU Director Joseph Martino concluded that the negotiations were conducted with care and compassion. He found that the use of force was justified because it was necessary to incapacitate the man quickly to prevent him from causing grievous bodily harm or death to himself or the officers.

SIU Decision

In a decision released on May 1, Martino stated there were no reasonable grounds to believe the officer committed a criminal offence. The SIU is an independent civilian agency that investigates police conduct in incidents involving death or serious injury.

This case highlights the challenges law enforcement faces when dealing with individuals in mental distress. The SIU emphasized that the officers acted appropriately given the circumstances, prioritizing de-escalation and the safety of all involved.
