How the Guarantee Works

Under the new system, passport applicants will receive an automatic full refund of their passport fee if their application takes more than 30 business days to process from start to finish. The processing clock begins when Passport Canada receives a complete application and ends when the passport is printed and verified.

Lena Metlege Diab, federal minister of Immigration, Refugees and Citizenship, emphasized that this guarantee establishes "a clear and consistent standard" for all applicants. "Most passport applications are processed within service standards," Diab stated, "but applicants should be compensated when the government does not meet them."

Important Exclusions and Conditions

The 30-day processing timeline does not include mailing time, nor does it apply to additional review periods for complex applications or holds placed on applications while Passport Canada collects supplementary information. The policy also excludes urgent and express services, which maintain their own separate, shorter timelines with existing refund mechanisms.

For an application to be considered complete and start the processing clock, it must include:

  • A fully completed application form
  • All required supporting documents
  • Proper passport photos
  • Full payment of all applicable fees

Applications with missing information or errors will not be considered complete until these issues are resolved, delaying the start of the processing timeline.

Refund Procedures and Application Monitoring

Refunds will be processed automatically for applications exceeding the 30-business-day threshold. For applicants who submitted their applications in person or by mail, refunds will be sent as cheques to the mailing address on file. Online applicants renewing their passports will receive refunds to the credit card used for payment, with cheques issued if electronic refunds fail.

Applicants can monitor their application status through multiple channels:

  1. The Passport Office's online tracking tool
  2. Direct contact with the specific passport office handling their application
  3. Telephone inquiries to Passport Canada

Those whose applications exceeded service standards and who haven't received refunds by July 1 of the fiscal year following their application are encouraged to contact Passport Canada directly.

Current service standards for regular passport applications typically range between 10 and 20 business days, plus mailing time, depending on the specific Service Canada Centre where the application is submitted. Applications can also be processed at Canadian embassies, consulates, or through mail services.
