Jewish Advocacy Group Calls for Enhanced Security Funding from Ottawa
Amid escalating safety warnings, the Centre for Israel and Jewish Affairs is intensifying its lobbying efforts in Ottawa, urging the federal government to allocate increased funding for enhanced security measures in the upcoming Spring Economic Statement. This push comes as Canada's Integrated Threat Assessment Centre has issued a stark warning that a violent mass attack targeting Jewish communities remains a realistic possibility within the country.
Escalating Threats Against Jewish Institutions
Recent months have seen a disturbing pattern of violence directed at Jewish institutions across Canada. According to Noah Shack, CEO of CIJA, synagogues and businesses in the Jewish community have been targeted with gunfire in Toronto, building upon previous arson and shooting attacks that have affected synagogues and schools nationwide. "We've seen synagogues and businesses in the community targeted with gunfire recently in Toronto," Shack stated. "That builds on the arson attacks and shooting attacks that had taken place previously, targeting synagogues and schools across the country."
Shack emphasized the urgent need for systemic change to protect Jewish communities, noting that the current security landscape has transformed dramatically from earlier times. "I remember when I went to synagogue and the doors were open, and we walked in, and nobody thought twice about security," he recalled. "Now, it's a completely different reality."
Financial Burden on Jewish Communities
In an April 15 letter addressed to Prime Minister Mark Carney, CIJA presented compelling data about the growing financial strain on Jewish communities. The organization estimates that annual security costs within Canadian Jewish communities will reach $100 million, covering both infrastructure expenses and the substantial costs of security guards that institutions must now bear themselves.
"Rising security demands are forcing cuts and scaling back services, placing a growing strain on the future of Jewish life across the country," the letter states. It references a Liberal party statement made during the federal election campaign asserting that "increased security costs amidst rising antisemitism should not be borne by the Jewish community alone."
This letter has garnered significant support, receiving endorsements from more than 80 Jewish federations, community centres, synagogues, camps, and schools across Canada.
International Comparisons and Urgent Action
CIJA's analysis reveals concerning disparities in security investment when compared to other nations. According to their estimates, Canada's per-capita investment in Jewish community security represents only one-third of the United Kingdom's allocation and merely one-quarter of Australia's investment.
Shack pointed to the tragic events in Bondi Beach, Australia, where a father-son gunmen team killed 15 people, including 11 men, 3 women, and a 10-year-old girl. "Our hope is that we can get vital security measures in place before that happens here in Canada," he emphasized. "To be proactive and preventative here."
The advocacy group stresses that the requested funds would be channeled through the Canada Community Security Program, which they describe as an "essential program that provides life-saving security equipment and measures to safeguard our people." They warn that "we cannot afford to wait for a mass-casualty attack before taking urgent action to safeguard Canadians."
Geographic Scope and Current Protections
The security challenge spans major Canadian cities with significant Jewish populations. David Cooper, vice president of government relations for CIJA, estimates there are approximately 70 Jewish institutions in Montreal, with Toronto likely hosting double or triple that number.
Despite the urgent call for additional resources, Shack expressed gratitude for existing protective measures. He acknowledged efforts already undertaken by national security and local law enforcement agencies, noting that they "have been able to prevent a number of these attacks plotted against our community."
The organization's lobbying efforts come at a critical juncture, as Jewish communities across Canada face mounting security challenges while simultaneously experiencing financial strain from the escalating costs of protection measures.
