Man Charged with First-Degree Murder of Surrey Businessman

A 32-year-old man has been formally charged with first-degree murder in connection with the fatal shooting of a Surrey businessman earlier this year. The Integrated Homicide Investigation Team (IHIT) announced the charges on Tuesday.

Details of the Incident

Baljinder (Binder) Singh Garcha, 46, was found deceased near the street in the 3500-block of 176 Street in Surrey on January 13, 2026. He had been shot and died at the scene. Police later linked a vehicle that was torched near the 18900-block of 40 Avenue in Surrey to the homicide.

Arrest and Charges

Brian Kiraly-Miller, 32, was arrested without incident in Kamloops on May 28. He was the subject of a Metro Vancouver Crime Stoppers wanted poster in January 2025. On Tuesday, IHIT confirmed that Kiraly-Miller has been charged with first-degree murder in Garcha's death.

“First-degree murder is the most serious offence, and the laying of this charge reflects our ongoing commitment to these complex homicide investigations,” said IHIT spokeswoman Sgt. Freda Fong in a news release.

Victim Background

Garcha was a husband and father of three children. He owned several businesses, including a photography business and a limousine service, and was co-owner of the Empress Palace Ballroom in Surrey. His death has left a profound impact on the community.

Suspect's Criminal History

Kiraly-Miller has a prior criminal record. He was convicted of conspiracy to commit murder in 2021, stemming from a 2019 plot to kill a known drug trafficker by rival gang members operating in the Downtown Eastside. He had connections to the Wolf Pack, a gang involving members of the Independent Soldiers, Red Scorpions, and Hells Angels, as previously reported by Postmedia.

He also faces separate charges of aggravated assault for an incident in Agassiz on January 4, 2024, and has prior convictions for robbery related to a Burnaby home invasion in 2015.

Legal Proceedings

Kiraly-Miller remains in custody pending a court appearance in Surrey provincial court on June 5. Police have not disclosed details about the alleged motive but stated that the shooting was targeted.
