High-Risk Sex Offender Faces New Charges After Repeatedly Breaching Release Conditions
Shaun Deacon, a 60-year-old convicted and prolific sex offender, managed to remain out of custody for only one month last fall before violating his release conditions once again, according to the Vancouver Police Department. The high-risk offender is now facing new criminal charges, continuing a pattern of behavior that has spanned over four decades.
Decades of Sexual Offenses and Repeated Violations
Deacon's criminal history dates back to the 1980s when he was convicted of sexual offenses against a five-year-old girl and three boys under the age of 13. He received a seven-year prison sentence for these assaults, but even while awaiting sentencing in Kelowna, he abducted one of his previous victims and assaulted them again. Throughout the 1990s, he faced additional convictions for two more offenses, establishing a persistent pattern of predatory behavior.
Since his initial conviction, Deacon has breached his release conditions at least seven times, demonstrating a consistent inability to comply with court-ordered restrictions. His most recent arrest occurred on December 25, 2025, when authorities executed a Canada-wide warrant following another violation of his supervision terms.
Latest Charges and Supervision Violations
The British Columbia Prosecution Service formally charged Deacon on March 18 with multiple offenses, including:
- Breach of a long-term supervision order
- Breach of a 161 order of prohibition
- Mischief under $5,000
At the time of his December arrest, Deacon had been living in a halfway house for male federal offenders in downtown Vancouver, where authorities discovered he had violated the strict conditions of his release. This marked yet another failure in a long series of supervision breaches that have characterized his post-conviction history.
History of Supervision Failures and Child Pornography
Deacon's record of violating release conditions includes particularly disturbing incidents. In 2001, he was caught with a 10-year-old boy in his halfway house room, directly contravening his prohibition against contact with minors. He has also been found in possession of a laptop containing child pornography, despite explicit bans on electronic devices capable of accessing the internet or storing data.
The Vancouver Police Department had issued a public warning about Deacon when he was released in October 2025, following his conviction for breaching previous release conditions. This warning highlighted the ongoing risk he poses to the community despite judicial attempts to control his behavior through supervision orders.
Lifetime Restrictions and Long-Term Offender Status
A provincial court judge has formally declared Deacon a "long-term offender," recognizing the persistent danger he represents to public safety. As part of his supervision, he faces lifetime restrictions that include:
- A ban from attending public parks, pools, schools, or community centers where children aged 14 or younger might be present
- Prohibition against communicating with youth aged 16 or younger
- Restrictions on possessing weapons or any electronic devices capable of accessing the internet, storing data, or connecting to computer networks
Despite these comprehensive restrictions, Deacon has repeatedly demonstrated his willingness to violate court orders, leading to his current custody status as he awaits further legal proceedings. The Vancouver Police Department continues to monitor his case closely, given his established pattern of reoffending and breaching supervision conditions over multiple decades.
