Council Approves 25-Storey Tower in Windsor Park

Edmonton city council has given the green light to a 25-storey podium-style high-rise in the Windsor Park neighbourhood, a project that will tower over the University of Alberta grounds and stand within walking distance of the Health Sciences LRT station.

Project Details

The development, located at 11630 87 Avenue, was originally proposed as a 32-storey building but was scaled back after community feedback. The tower will be situated 600 metres from the Health Sciences LRT station and 50 metres from a bus stop. In addition to the high-rise, a four-storey building is planned next door. The project requires upgrades to the alleyway, including widening to create a shared space, and replacement of the sidewalk and bus stop along 87 Avenue.

Council Decision

During a public hearing on Tuesday, nine speakers supported the project while 13 opposed it. Council voted 12-0 in favour, with Ward O-day’min Coun. Anne Stevenson absent. Administration noted that the podium-style design and a 4.5-metre setback should minimize shadows. The developer must also upgrade the stormwater system to accommodate increased density. Construction could begin by late 2027.

Community Concerns

Opponents cited traffic safety concerns from additional density. Marie Wilson noted a 182% increase in dwelling units in Windsor Park since 2015, with this proposal pushing it to 270%. She called for a cumulative impact assessment and urged council to wait until 2028 to assess ongoing construction. Other residents supported the development, emphasizing its location near health sciences, the university, and a major transit station. John Collier argued that densification in the inner core is necessary and that the location is ideal for such a project.

Housing Affordability

Council’s push for more housing appears to be working. A Canada Mortgage and Housing Corporation report estimates Edmonton’s rental vacancy rate will be 4.5% in 2026, up from 3.8%. Mayor Andrew Knack stated that the city’s strategy has had a measurable impact on housing affordability, making Edmonton the most affordable major city in Canada. He emphasized the need to continue efforts to maintain affordability.

Council also voted 10-3 on April 27 to reduce the maximum height for standard infill to 9.5 metres from 10.5 metres.
