White City Expands Eastward with Major Land Annexation from Edenwold
The Town of White City has officially expanded its boundaries through a significant land annexation from the neighboring Rural Municipality of Edenwold. This strategic move involves the absorption of 504.4 acres, including road allowances, along White City's eastern boundary, effective February 1, 2026.
Approval and Collaboration Between Municipalities
The boundary alteration received formal approval from the Ministry of Government Relations, following a joint request submitted by both municipalities in December. This annexation represents a collaborative effort between White City and Edenwold, with both municipalities describing the land handover as mutually beneficial and aligned with their growth strategy targets.
"Our goal has always been to grow responsibly, and this boundary alteration helps us do exactly that," stated White City Mayor Mitch Simpson in an official release. "When municipalities work together like this, it sets the stage for smart growth and long-term success for the entire region."
The Meadows: A New Residential Development
The annexed property has been earmarked for a proposed residential development by Bright Communities called The Meadows. This project aims to expand White City's footprint further eastward with a comprehensive housing plan. During a public presentation in November, Bright Communities outlined their vision for the initial development stage, which includes:
- Primarily single-family homes
- Some two-storey luxury townhomes
Construction on The Meadows is currently targeted for 2027, pending final approval from White City council.
Community Feedback and Next Steps
A public open house held last fall sought resident feedback on both the land exchange and the proposed development. According to a summary posted on White City's website, 55 percent of attendees expressed hesitation about the development, citing concerns about:
- Traffic impacts
- Density considerations
- Governance transparency
In response to these concerns, White City has indicated that a comprehensive traffic, engineering, and geotechnical assessment will be part of the next steps in the development process. Another open house will be scheduled once Bright Communities formally submits a detailed proposal for The Meadows.
Protective Measures and Infrastructure Planning
The two municipalities have negotiated a restructuring agreement that includes several important provisions:
- Protection of a known aquifer within the annexed area
- Creation of a 10-metre buffer parcel along Deneve Drive
- Clear delineation of responsibility for any future development-related infrastructure costs

Bright Communities' Track Record
Bright Communities is currently engaged in another residential expansion project in Regina's Harbour Landing neighborhood. This 112-lot development is located at the site of the former Regina Gun Club along Ring Road south and Lewvan Drive, showcasing the company's experience with large-scale residential projects in the region.
