Windsor's $280.4 Million Infrastructure Plan for Sandwich South Development
The City of Windsor is embarking on a massive infrastructure project that will see $280.4 million invested over the next decade to extend roads, sewers, and other essential municipal services to the Sandwich South area. This significant financial commitment aims to unlock development potential in a mostly vacant region near Windsor Airport, which has long been earmarked for industrial, residential, and healthcare facilities.
Financing and Strategic Vision
A staff report presented to city council details that $238.9 million of the total cost will be financed through debt, with repayment expected from charges collected from future development in Sandwich South. Mayor Drew Dilkens emphasized that this investment is not merely a sunk cost but a strategic move to prepare for growth. "This is actually the proper role for a municipality to play, to plan and prepare for its growth," Dilkens stated, highlighting the city's proactive approach to supporting upcoming projects.
Key Projects and Economic Impact
The infrastructure plan includes servicing the site of the new Fancsy Family Hospital at Cabana and 9th Concession, which alone will cost approximately $80 million. This hospital is anticipated to be a major attractor for additional investments, such as a $1 billion housing development by London developer Schmuel Farhi on 56 acres nearby. Ward 9 Councillor Kieran McKenzie expressed confidence in the investment, noting, "It's an investment that's going to build the future of our community."
Industrial and Employment Lands
As part of the five-phase Sandwich South Development Capital Works project, the city also plans to spend around $108 million on infrastructure for the "airport employment lands" north of Cabana Road. This area, acquired from the Town of Tecumseh in 2003, is now seeing private industrial investment, including the $6-billion NextStar Energy Inc. battery factory and a $300-million auto parts plant by Taiwan-based Minth Group, which together will create thousands of jobs.
Long-Term Benefits and Community Support
The infrastructure investment is designed to set the stage for sustainable growth, with development charges expected to offset the debt over decades. McKenzie added, "We have a high level of confidence that the investments we make to set the table for development in the southeast will make good business sense for the City of Windsor, for the residents of the City of Windsor." This project underscores Windsor's commitment to fostering economic development and enhancing community infrastructure for future generations.
