The Windsor-Detroit Bridge Authority (WDBA) has initiated a search for a new chief executive officer, a critical leadership transition that coincides with escalating political tensions surrounding the Gordie Howe International Bridge project. This development follows the departure of former CEO Charl van Niekerk and emerges against a backdrop of threats from U.S. President Donald Trump to potentially block the bridge's opening.

Leadership Vacancy and Interim Appointment

Charl van Niekerk officially stepped down from his position as CEO of the Windsor-Detroit Bridge Authority on January 16, 2026, concluding a tenure that began on July 25, 2023. Van Niekerk has since assumed the role of chief capital officer at Metrolinx, the provincial Crown agency responsible for managing public transportation in the Greater Toronto and Hamilton area.

In response to this leadership gap, the federal government appointed Charbel (Chuck) Andary as interim CEO of the WDBA on January 26, 2026. Andary, who previously served as chief legal officer for the bridge authority, will maintain this interim position for a one-year term or until a permanent CEO is appointed. The Government of Canada has confirmed that plans are actively being developed to fill the CEO position on a substantive basis, though no specific timeline has been disclosed.

Personal Reasons Behind the Departure

Van Niekerk explained that his decision to leave was primarily driven by personal circumstances and family considerations. His family resides in Toronto, and he had been commuting weekly to Windsor to manage the bridge program. He emphasized the challenges of being separated from his five-year-old son during these formative years, stating that the sacrifice became increasingly difficult to manage.

"My home and family are in Toronto, and as you can imagine, it is not feasible to totally relocate a family to a different city for a limited term contract," van Niekerk told the Windsor Star. "I was commuting weekly to Windsor to manage the program, and being away from my then five-year-old son during the week became a sacrifice that was too much to manage. These are the formative years, and I want to be more engaged."

While van Niekerk had originally planned to depart after the bridge's completion, potentially around the end of 2026, he acknowledged that his timeline was "slightly accelerated due to personal reasons." Despite his departure, he remains "very passionate about the project" and described himself as "more of a delivery specialist as compared to a stable state operator." His intention had always been to oversee the construction to completion and then transition leadership to a new CEO.

Political Context and Project Significance

The leadership transition occurs during a period of significant political uncertainty, with U.S. President Donald Trump threatening to block the opening of the Gordie Howe International Bridge. These threats have created additional challenges for the Canadian Crown corporation tasked with delivering this critical infrastructure project.

The Gordie Howe International Bridge represents one of the most substantial binational infrastructure initiatives between Canada and the United States. Before joining the WDBA, van Niekerk served as an executive president at Infrastructure Ontario, where he contributed to the delivery of major provincial projects including highways, subways, and rail systems. Notably, he helped oversee Windsor's Herb Gray Parkway, which connects Highway 401 to the new border crossing.

The bridge authority has referred requests for comment to Housing, Infrastructure and Communities Canada, the federal department that oversees its operations.
