The Early Morning Assessment Process
On a recent Tuesday, the assessment started at 4 a.m., with buses officially cancelled by 4:55 a.m. The authority has a firm deadline of 5:30 a.m. to make the final call. This early timeline is crucial, as it provides sufficient time for drivers, parents, and teachers to adjust their plans for the day.
Shannon Gutoskie, communications co-ordinator for OSTA, which manages busing for both the Ottawa-Carleton District School Board and Ottawa Catholic School Board, emphasizes that this schedule is essential for effective communication and planning.
How Weather Conditions Are Evaluated
The decision-making process involves comprehensive weather analysis. Authorities monitor forecasts from multiple outlets, including radar data, to track trends. However, they don't rely solely on meteorological reports.
"Mother Nature has absolute power when deciding whether or not the routes will be run," acknowledges the transportation authority. To supplement weather data, staff members conduct actual road tests, driving the routes to assess conditions firsthand. Some of these test drivers are former school bus operators, bringing valuable experience to the evaluation.
Student Safety as the Primary Consideration
"The first and foremost is student safety. That's our number one priority always in all the decisions that we make," states Gutoskie. This principle guided the recent Tuesday cancellation, where morning conditions appeared manageable but afternoon forecasts predicted significant challenges.
Forecasters anticipated up to 12 centimetres of snow falling rapidly during afternoon traffic hours. This combination of heavy snowfall and congestion would hinder snowplow operations and create unsafe conditions for what the authority terms "precious cargo"—the students. Additionally, blowing snow was expected on highways around Ottawa and Gatineau, further complicating transportation.
Financial Implications for Bus Drivers
When buses are cancelled due to weather, drivers continue to receive payment for these snow days. This season has seen relatively few cancellations, with only two occurrences so far in the Ottawa school system.
