Halifax Water is asking for an extra $12 million to complete the Sullivan's Pond storm sewer project, citing unforeseen costs and inflation. The utility submitted the request to the Nova Scotia Utility and Review Board on June 26, 2026.

Project Background and Cost Overruns

The project, which began in 2023, aims to reduce flooding in the Sullivan's Pond area by upgrading stormwater infrastructure. Originally budgeted at $28 million, the total cost has now swelled to $40 million. Halifax Water attributes the increase to complex underground conditions, supply chain disruptions, and higher material prices.

According to Halifax Water spokesperson James Campbell, “The additional funding is essential to ensure the project meets its flood protection goals. We have encountered unexpected bedrock and utility relocations that required more work and time.”

Regulatory and Public Response

The Utility and Review Board will hold a public hearing on the request in August 2026. Halifax Water has stated that if approved, the extra costs will be recovered through water and wastewater rates over the next five years. Some local residents have expressed concerns about rate increases, but many acknowledge the need for improved drainage.

Councillor Sam Austin of Dartmouth Centre said, “This project is critical for protecting homes and businesses. While no one wants higher bills, the cost of inaction would be far greater.”

Impact and Next Steps

The Sullivan's Pond area has experienced significant flooding in recent years, including a major event in 2022 that damaged dozens of properties. The upgraded system is designed to handle a 1-in-100-year storm. Construction is expected to be completed by late 2027, pending the funding approval.
