A Washington state teacher, known publicly for her advocacy for foster children, has been arrested on charges of incest after allegedly engaging in sexual relationships with two teenage boys she adopted. The case has left the small town of Newport reeling.

Arrest and Charges

Amber Swain, 35, of Newport, Washington, was taken into custody on Tuesday following an investigation by the Pend Oreille County Sheriff's Office. She faces charges of first- and second-degree incest. In addition to her teaching role, Swain served as a director at Pend Oreille River School, the Newport School District's alternative high school.

Investigation Details

The probe began on May 18 after the Washington State Department of Children, Youth and Families received a report of possible sexual abuse involving two teenage males. Detectives interviewed the alleged victims and Swain before determining probable cause for arrest.

One of the boys told police he had a sexual relationship with Swain that began before he turned 18, describing that they had sex "plenty of times," including two days before her arrest. When confronted about the boy's age, Swain allegedly responded, "I could have my timeline messed up." The second boy admitted to groping Swain multiple times while in bed together, though she later ended the contact.

Legal Consequences

Swain has been released on bail and faces up to 20 years in prison if convicted.
