Canada Cancels Hundreds of Visas Linked to Iran's IRGC, CBSA Reports
OTTAWA — Canadian immigration and border authorities have cancelled hundreds of visas due to connections with Iran's authoritarian regime, according to recent data released by the Canada Border Services Agency (CBSA). The agency disclosed that 239 visas associated with the Islamic Revolutionary Guard Corps (IRGC) were annulled by Immigration, Refugees and Citizenship Canada as of March 5, 2026.
Extensive Investigations and Tips
Since Canada designated the Iranian regime as inadmissible in November 2022 for supporting regional terrorism and human rights abuses, the CBSA has received approximately 280 tips through its Border Watch Line. These tips originated from various sources, including external organizations and members of the public. "If after investigation the concern is well-founded, the CBSA will report the individual and refer the case to the Immigration and Refugee Board of Canada (IRB) as the decision-maker," a CBSA statement explained.
The process involves the IRB determining inadmissibility, after which a removal order is issued, and the CBSA is tasked with removing the individual from Canada as promptly as possible. "Where CBSA becomes aware of senior Iranian regime officials who may be in Canada, they will be investigated and appropriate enforcement action will follow," the statement added.
Visa Scrutiny and Enforcement Actions
In 2024, Canada designated the IRGC as a proscribed terrorist group due to its links with and funding of regional terrorist organizations, such as Hezbollah in Lebanon and Palestinian groups like Hamas in Israel. This designation has led to rigorous scrutiny of visa applications. According to CBSA figures, about 17,800 visa applications were reviewed for potential inadmissibility, resulting in 174 investigations by CBSA officials.
- Seventy-nine investigations were concluded after officials found the individual was either not in Canada or not a senior member of the Iranian regime's leadership.
- Thirty-two individuals were reported inadmissible due to connections to Iranian leadership, with 23 referred to the IRB for admissibility hearings.
- Of those referrals, three were withdrawn by the CBSA as the individuals departed Canada voluntarily.
Seventeen cases have been scheduled at the CBSA's request, with eight already concluded. Among these, three individuals were identified as senior regime officials and issued deportation orders, one of whom has already been removed from Canada.
