The Alberta Serious Incident Response Team (ASIRT) has concluded that an RCMP officer acted appropriately when firing at an American citizen who illegally entered Canada after fleeing a border security screening in February 2023. The independent police watchdog determined the officer's decision to discharge their firearm constituted a reasonable and justified use of force given the circumstances of the high-risk incident.
Dramatic Border Crossing and Police Pursuit
According to ASIRT's investigation document released on Wednesday, the incident began at 7:32 a.m. on February 4, 2023, when the American citizen arrived at the Coutts, Alberta port of entry in his vehicle. After being directed by a border security officer to proceed to a secondary screening area, the individual instead accelerated across the border into Canada without authorization.
RCMP and Alberta sheriffs were immediately notified about the illegal entry and received information about the individual's pending criminal charges in the United States, which included theft of a firearm and assaulting a peace officer. The first officer located the vehicle at 8:16 a.m. and attempted a traffic stop, but the driver refused to comply.
High-Speed Chase and Dangerous Maneuvers
What followed was an intense pursuit involving multiple officers, with speeds reaching up to 140 kilometers per hour along Highway 4. The American driver initially approached the U.S. side of the Coutts border but found the entry blocked and turned around. "The driver continued to operate his vehicle in an extremely dangerous manner," the ASIRT report noted. "He drove northbound in the southbound lanes of Highway 4, slowing only intermittently when encountering oncoming traffic, and narrowly avoided a catastrophic collision with two semi-trucks traveling side-by-side."
Final Confrontation and Tragic Outcome
The pursuit continued until 9:38 a.m. when the driver's vehicle struck a tire deflation device that had been deployed across all highway lanes. The disabled vehicle eventually came to rest in a ditch. Despite having a gun pressed against the right side of his head, the individual attempted to escape on foot toward a nearby residence, ignoring repeated police commands to get on the ground.
As the American approached the residence, an RCMP officer fired a single shot. The individual continued running around the house and onto a range road, where officers issued additional warnings that failure to comply could result in being shot. He eventually entered a field with neighboring homes by climbing a barbed-wire fence.
At 9:46 a.m., officers deployed a trained police dog into the field. As soon as the dog caught the individual's left arm, he shot himself in the head with his own firearm. The American citizen did not die from the officer's gunshot but from this self-inflicted wound.
