OpenAI, the pioneering artificial intelligence company behind ChatGPT, has unveiled a comprehensive set of policy recommendations designed to help society navigate the profound changes anticipated from advanced AI technologies. The proposals, detailed in a document titled "Industrial Policy for the Intelligence Age: Ideas to Keep People First," call for significant public investments in electrical grid infrastructure and the creation of robust social safety net programs.
Addressing AI-Driven Economic Transformation
Many of OpenAI's proposals directly address concerns about widespread social and economic disruption that could accompany the rise of AI superintelligence—software capable of outperforming humans across all tasks, though such technology does not yet exist. The company advocates for establishing a public wealth fund that would distribute cash directly to citizens, ensuring they receive "a stake in AI-driven economic growth."
The policy framework suggests implementing mechanisms to allow people to share in efficiency gains generated by AI, including incentives for employers to experiment with four-day work weeks, provided worker productivity remains stable. Additionally, OpenAI recommends actively monitoring how AI affects wages and unemployment rates, with predefined thresholds triggering enhanced social assistance programs such as expanded unemployment benefits or job training initiatives.
Grid Modernization and Public Engagement
Beyond economic measures, OpenAI emphasizes the need for accelerated electrical grid development to support the energy-intensive data centers required for advanced AI systems. This recommendation comes amid growing public concerns about power consumption and environmental impacts associated with AI infrastructure.
Chris Lehane, OpenAI's chief global affairs officer, stated that policy conversations around AI must be "as transformative" as the technology itself. Lehane has recently met with approximately two dozen United States senators to discuss these concepts, highlighting the company's active engagement with policymakers.
Context and Public Perception
Founded in 2015 as a nonprofit dedicated to advancing AI for humanity's benefit, OpenAI restructured into a more traditional for-profit company while maintaining its focus on developing artificial general intelligence (AGI). The company's release of ChatGPT in late 2022 sparked the current generative AI boom, with the chatbot now used by over 900 million people globally each week.
Despite this widespread adoption, many Americans maintain negative perceptions of AI, primarily driven by fears of job displacement and concerns about energy-intensive data centers. Companies like OpenAI and Anthropic have intensified efforts to educate both the public and policymakers about AI's potential impacts, including recent communications initiatives such as OpenAI's acquisition of tech talk show TBPN.
"It is simply not good enough to wave your hands and say, 'Here's all the things that are going to happen and then not actually come up with solutions,'" Lehane emphasized during a Bloomberg Television interview, underscoring the company's commitment to proactive policy development.
The goal of these proposals, according to OpenAI, is to serve as a "starting point" for broader societal discussions "to ensure that AI benefits everyone" as technological capabilities continue to advance toward superintelligent systems.
