In November 2024, under former Prime Minister Justin Trudeau's administration, Canada had ordered ByteDance Ltd., TikTok's Chinese-backed parent company, to wind down its Canadian subsidiary.

That original order would have forced the closure of TikTok's offices in Toronto and Vancouver, though it wouldn't have banned Canadian users from accessing the app itself. The reversal follows a legal motion set aside in January, which occurred just days after Mark Carney became the first Canadian prime minister in over eight years to visit China.

Enhanced Security Commitments and Monitoring

According to Minister Joly's statement, TikTok has agreed to implement substantial security enhancements as part of the new arrangement. The company will deploy "security gateways and privacy-enhancing technologies to control access to Canadian user data" with the specific goal of reducing risks associated with unauthorized access.

The minister's announcement, while lacking specific technical details, outlined several key commitments:
