The Canadian government announced on Wednesday that it expects to save approximately $140 million this year by implementing co-payments for refugee health care services. The new policy, which takes effect immediately, requires refugees to contribute a portion of the cost for certain medical treatments and prescriptions.

Under the revised Interim Federal Health Program, refugees will be responsible for co-pays on non-essential services, including dental care, vision care, and prescription drugs deemed not urgent. Essential services such as hospital visits, emergency care, and treatment for infectious diseases remain fully covered.
Health Minister Mark Holland stated that the measure is designed to ensure the sustainability of the program while still providing necessary care. “We are balancing fiscal responsibility with our humanitarian commitments,” Holland said during a press conference in Ottawa.
Reactions and Concerns
Advocacy groups have expressed concern that co-payments could deter refugees from seeking timely medical attention, potentially leading to worse health outcomes. The Canadian Council for Refugees warned that the policy may disproportionately affect vulnerable populations, including families with children and individuals with chronic conditions.
However, government officials argue that the co-pay structure is modest and includes exemptions for those who cannot afford to pay. “We have built in safeguards to protect the most vulnerable,” said Immigration Minister Marc Miller.
Savings Allocation
The projected $140 million in savings will be redirected to other areas of the health care system, including reducing wait times for surgeries and expanding mental health services. The government also plans to invest in preventive care programs for refugee communities.
This policy shift comes amid broader efforts to control federal spending and address rising health care costs across Canada. The government estimates that the Interim Federal Health Program costs taxpayers over $300 million annually.
