Windsor Police Service Launches Dedicated Unit for Child Abuse and Sexual Assault Cases

The Windsor Police Service has officially launched a new, specialized unit focused exclusively on child abuse and sexual assault investigations. This initiative, which began operations on January 5, 2025, represents a significant advancement in how law enforcement handles these sensitive cases within the community.

A Survivor-Centered Approach with Specially Trained Officers

According to police officials, the six-officer unit operates within the department's special victims unit and is designed to provide what they describe as a survivor-centered experience. The team consists of investigators who have received enhanced training in areas such as forensic interviewing and major case management, ensuring they possess the necessary expertise to handle these complex and emotionally charged situations.

"This team ensures victims of child abuse and sexual assault (CASA) receive the focused, trauma-informed care they deserve," said Staff Sgt. Richard Sieberer of the special victims unit. "These cases require time, experience, and trust, and our CASA investigators are equipped to provide exactly that. Our goal is to ensure every survivor feels supported, respected, and heard throughout the entire process."

Addressing a Critical Need in the Community

The creation of this specialized unit comes in response to substantial demand, as highlighted by recent statistics. In 2025 alone, the Windsor Police Service investigated 245 child abuse-related incidents and 713 sexual assault-related incidents. These numbers underscore the urgent need for dedicated, trauma-informed investigative support for victims and their families.

"The CASA Unit represents a major step forward in how Windsor Police Service responds to some of the most serious and sensitive crimes in our community," stated Ken Cribley, acting deputy chief of operations. "By bringing specialized investigators together in one dedicated unit, we are strengthening our ability to protect vulnerable people, conduct thorough investigations, and deliver better outcomes for victims and their families."

Collaborative Efforts and Community Support

The new unit does not operate in isolation. It works closely with Crown prosecutors, victim services, and various community partners to provide comprehensive support to victims throughout the judicial process. This collaborative approach aims to ensure that survivors receive consistent and compassionate assistance from the initial report through to any legal proceedings.
