The proposal, announced on June 30, 2026, would transfer management and development rights to the Red River Exhibition Association, which already operates the annual fair and other events on the site.

Long-Term Vision for the Park

Under the proposed lease, the Red River Ex would take over maintenance, programming, and capital improvements for the 200-acre park located along the Assiniboine River. The city would retain ownership of the land but grant the association long-term operational control. Mayor Scott Gillingham emphasized the park's importance, stating, "John Blumberg Park is a key recreational and event space for Winnipeg. This lease secures its future and allows for sustained investment."

The Red River Ex has been a fixture at the park since 1956, hosting the annual exhibition that draws hundreds of thousands of visitors. The association already manages several facilities on the grounds, including the park's baseball diamonds, soccer fields, and the Red River Exhibition Hall.

Community and Economic Benefits

City councillors highlighted the economic spin-offs from the partnership. "The Ex contributes millions to our local economy each year," said Councillor Brian Mayes. "This lease will enable them to plan long-term upgrades that benefit both the fair and daily park users." Proposed improvements include enhanced parking, upgraded washrooms, and new green spaces.

The lease also aims to increase year-round programming. The association plans to introduce more community events, farmers' markets, and winter activities like skating trails. The city will hold public consultations over the summer before council votes on the lease in the fall. Some residents have expressed concerns about privatization and access. If approved, the 50-year lease would take effect in 2027. The agreement includes performance benchmarks and a review every 10 years to ensure the Red River Ex meets its obligations. The city can terminate the lease if terms are breached.
